South Dakota’s PAC Politics: The Curious Case of Erin Tobin, the Term Limits Chair, and Her Donations to Legislators Who Killed the Bill

Advocates argue that term limits promote fresh ideas and prevent career politicians from amassing too much power. One such advocate is Erin Tobin, a South Dakota state senator and chair of South Dakota US Term Limits. However, the recent actions surrounding her political action committee, the Dakota Conservative PAC, raise intriguing questions about the intersection of advocacy, funding, and political strategy. Questions linger about why Tobin is using her PAC to publish ads supporting term limits while simultaneously donating funds to two legislators previously—Rep. Kirk Chaffee and Rep. Becky Drury—who were instrumental in killing a crucial bill that would have advanced congressional term limits in South Dakota.

Erin Tobin Tapped As South Dakota State Chair For U.S. Term Limits – U.S. Term Limits

Pierre, SD – Today, U.S. Term Limits announces that Erin Tobin has agreed to be the South Dakota State Chair for U.S. Term Limits. Tobin brings a depth of both private and public service to this role. She has long advocated for term limits at the federal level and will work tirelessly in her role as South Dakota Chair to see that South Dakota adopts a resolution in support of common-sense term limits. 

A Legislative Battle: House Joint Resolution 5002

At the heart of this controversy is House Joint Resolution 5002, a legislative proposal from 2023 that would have called for a national convention under Article V of the U.S. Constitution. The goal? To propose an amendment establishing congressional term limits across the nation. The resolution was a high-profile piece of legislation, with a significant number of term limits advocates, including Erin Tobin.

But while the bill had the potential to reshape the political landscape, it was blocked in the committee vote. Both Rep. Kirk Chaffee and Rep. Becky Drury voted to defer the bill to the 41st legislative day, which effectively killed the resolution.

The Role of Dakota Conservative PAC

This is where things get…interesting. Tobin, as chair of South Dakota US Term Limits, has been an outspoken advocate for the cause is using her political action committee, the Dakota Conservative PAC, on advertisements promoting the term limits agenda. At the same time, Dakota Conservative PAC has made recent donations to Rep. Chaffee and Rep. Drury—two of the key legislators responsible for stalling the bill.

This raises an important question: Why would Tobin, a staunch advocate for term limits, choose to support through her PAC the very legislators who helped kill the bill designed to advance the cause she champions?
